Reading Fluency
	Beginning 1 pts	Emerging 2 pts	Mastery 3 pts
Expression/ Volume	Beginning Reader does not sound like natural speaking. Reader is too quiet. Listener is bored.	Emerging Reader sometimes sounds like natural speaking Listener has some interest. Reader is a little quiet but still understood.	Mastery Reader sounds like natural speaking. Listener is interested Reader has great volume and is easily understood by all.
Punctuation	Beginning Reader does not pay attention to punctuation, stopping and pausing in inappropriate places.	Emerging Reader pays some attention to punctuation, occasionally stopping and pausing at inappropriate places.	Mastery Reader pays attention to punctuation, pausing and stopping at appropriate places.
Phrasing/ Accuracy	Beginning Reader often reads word-by-word. Reader makes multiple (>4)long pauses, false starts, sound-outs, repetitions, and/or multiple attempts as they are reading.	Emerging Reading sounds choppy and broken up. Reader makes a few (4 or less) long pauses, false starts, sound-outs, repetitions, and/or multiple attempts as they are reading.	Mastery Reader reads in smooth phrases. Reader makes no long pauses, false starts, sound-outs, repetitions, and/or multiple attempts as they are reading.
Rate	Beginning Reader reads too slow or too fast throughout the reading, making it difficult for the listener to understand.	Emerging Reader reads at a good rate most of the time, occasionally reading too fast or too slow. Listener occasionally has difficulty understanding the reader.	Mastery Reader reads at a good rate, making it easy for the listener to understand.
