Your executive summary contains a very detailed Problem Section, History/Background Section, Effects of the Problem, Public Opinion (and a full-page bar or line graph), Recommendation, and Conclusion. The essay should be extensive and should clearly identify the problem and the solution.
Good

Your executive summary contains the proper sections and a line or bar graph and outlines the problem and the solution, but does not contain enough detail.
Average

Your executive summary either has sections which are too brief or contains paragraphs that have not been well-developed. There is a line or bar graph and a public opinion section. The executive summary is lacking in detail.
Fair

The executive summary lacks clarity and has incomplete sections (such as the problem section or the opinion poll). It contains very little detail and does not clearly explain what the problem and the solutions are.
Poor

Entire sections of the executive summary are missing or the polling report is missing and the executive summary lacks detail and not well explained.

Effective introduction and conclusion that is engaging to the reader. Facts follow a logical sequence.
Average

Sinple introduction and conclusion Facts are linked in a logical manner.
Fair

Ineffective introduction and conclusion, OR, 1 is missing. Facts are strung together in an unorganized manner.
Poor

No introduction or conclusion is included. Hard to follow. Facts are copied from source.
Sentence Fluency

Meets Expectations

Rhythm and flow feel natural. Varied sentence length and structure invites expressive reading.
Good

Begins to have flow and rhythm. Strong and varied structure. Oral reading leads to expression in places.
Average

Attempts compound and complex sentences. Parts invite oral reading. Sentences have different beginnings.
Fair

Some simple sentences. Occasional connecting word use. Oral reading is difficult.
Poor

Choppy, incomplete or rambling sentences. Oral reading not possible. Repetitive.
