Textual Clues	Level 1 Does not use the text or uses the text inappropriately to draw an inference	Level 2 Sometimes makes inferences that are consistent with text clues and observations	Level 3 Usually makes inferences that are consistent with text clues and observations	Level 4 Consistently makes inferences from text clues and observations, and explains the relevance to their inferences.
Background Knowledge	Level 1 Does not use background knowledge or uses background knowledge inappropriately.	Level 2 Sometimes uses relevant background knowledge that supports text to make inferences.	Level 3 Connects the text and background knowledge or ideas and beliefs to make inferences.	Level 4 Explains the connection of text clues to background knowledge or ideas and beliefs to make inferences.
