Good

Student sits quietly reading to their self or with a whispy reader. If the student needs to get a new book, it is done quietly without disrupting others around them.
Fair

Student is sitting quietly most of the time. The teacher has to ask the student 2-3 times to remember to be quiet. If the student needed a book, it disrupted several friends.
Needs Improvement

Student is not able to sit quietly without constant reminders. Friends around the student are disruptive and need to move to stay focused on reading.
