Fluency	Beginning Student pauses or fragments most of the reading passage.	Developed Student pauses or fragments reading passage three or more times.	Proficient Student is able to read the passage with two or fewer pauses.	Advanced Student is able to read the passage thoroughly without any pauses.
Word Identification	Beginning Student is not yet able to self-correct their reading.	Developed Student is beginning to self correct when reading on their own.	Proficient Student self-corrects their reading most of the time.	Advanced Student is able to correct their own reading independently.
Decoding Strategies	Beginning Student does not yet apply decoding strategies to unknown words while reading.	Developed Student sometimes applies decoding strategies to unknown words.	Proficient Student applies decoding strategies to unknown words most of the time.	Advanced Student always applies decoding strategies of unknown words independently.
Voice	Beginning Student is not yet able to use punctuation to enhance meaning while reading.	Developed Student is sometimes able to use punctuation to enhance meaning while reading.
