Moderately slow with uneven mixture of fast and slow reading.

Phrasing

Generally well phrased, mostly in clause and sentence units.

Mixture of run-ons, midsentence pause for breath, choppiness; fails to mark ends of sentences and clauses.

Smoothness

Generally smooth reading with some breaks.

Moderate breaks in smoothness caused by difficulties with words and/or structures. Rough spots in text are more frequent and disruptive.

Frequent extended pauses, hesitations, false starts, sound-outs, repetitions, and/or multiple attempts.
