Fair - Content is incomplete.<BR> - Major points are not clear and /or persuasive.<BR> - Unclear if writer understands the material.	Good - Content is not comprehensive and /or persuasive. <BR> - Most points are addressed, but may not be well supported. <BR> -content is generally acceptable, but may lack clarity.	Excellent - Content is comprehensive, accurate, and addresses all aspects of the question. <BR> - Content is presented in a clear and understandable manner.<BR> - Major points are stated clearly and are well supported.
