Quotes and paraphrased evidence are not all smoothly integrated; while this does not interfere with the meaning, the writing does not 'flow' smoothly, and distracts the reader.
Developing
Quotes and paraphrased evidence are not smoothly integrated and appear to be simply 'dropped' into the writing; this can interfere with the meaning. The writing does not 'flow' smoothly, and frequently distracts the reader.
